About Technical Operations

BioMarin’s Technical Operations group is responsible for creating our drugs for use in clinical trials and for scaling production of those drugs for the commercial market. These engineers, technicians, scientists and support staff build and maintain BioMarin’s cutting-edge manufacturing processes and sites, provide quality assurance and quality control to ensure we meet regulatory standards, and procure the needed goods and services to support manufacturing and coordinating the worldwide movement of our drugs to patients.
Head of Regional Supply Chain 
Reporting to the VP Global Supply Chain, you will make an immediate impact on our Supply Chain team by managing BioMarin’s Commercial Supply Chain in the International Region. This region encompasses 76 markets in 6 sub-regions worldwide (1. Western Europe and Canada, 2. Eastern and Northern Europe, 3. Northern Latin America, 4. Southern Cone, 5. APAC, Middle East and Africa and 6. Turkey and Russia).
Being accountable for the Commercial Supply Chain globally in support of the International Region, the Head of Regional Supply Chain will be a strategic business partner to the respective Lead Teams driving customer service and performance maximizing value to internal and external customers while executing in accordance with the International Region’s priorities. The Head of Regional Supply Chain will ensure that the Commercial Supply Chain structure will be set up and scaled efficiently in accordance with the expansion of the Company and its Portfolio.
To be successful the ideal candidate combines business and supply chain expertise with strong communications skills and works collaboratively in a highly cross functional environment. He/she will quickly build relationships influencing across BioMarin’s ecosystem to drive competitive advantage, cost effectiveness and robustness of the Commercial Supply Chain processes.
Primary Responsibilities
  • Leads the Regional Supply Chain Team supporting, coaching, mentoring and developing team members in reaching supply chain, quality, legal / compliance and business objectives.
  • Represent Global Supply Chain in the International Commercial Leadership Team
  • Set up, scale and drive Commercial Supply Chain function globally supporting the Commercial Strategy
  • Ensure efficient and effective supply of commercial products, leading in regional and country execution of activities such as customer service, order management and fulfillment, demand, new product introduction and in country distribution. This includes fulfilment of complex tender orders by leading supply and quotations in Tender Markets, harmonize activities across teams, to ensure compliance with local tender conditions and Regulatory requirements
  • Act as the escalation point of contact for customers in the region to resolve daily supply issues
  • Coordinate various aspects of launches for the region, working with the Product Launch team to ensure product readiness, as per commercial objectives
  • Proactively and continuously challenge the organizational performance and develop and implement improvements in organizational performance
  • Act as a strategic business partner engaging Commercial business leaders in resolving strategic demand/supply issues through in-depth analysis and marketplace assessment to understand the risk/benefit tradeoffs between various approaches and opportunities
  • Act as a spokesperson and consultant on Supply Chain related operational topics, strategy support and problem solving for the Commercial Stakeholders in the Region by establishing strong working relationships to ensure alignment on objectives and results
  • Lead Regional Demand Planning activities, ensuring demand forecasts and requirements are translated to the GSC organization in a concise format that can drive optimal decision making and implementation as well as continuously drive forecast improvements and provide inputs on trend analyses. This includes demand scenarios, assess impact on the supply chain, and identify related costs or risks
  • Assist in the development and validation of long-range planning and forecasting models for budget and production needs of the business
  • Proactively engage with and influence stakeholders to ensure supply chain capabilities are considered in strategy development
  • Understand and monitor regulatory, reimbursement, and customer requirements. Also stay abreast of activity in the market and capture market intelligence
  • In association with TOPS partners, support in country commercial business development initiatives
  • Ensure BioMarin supply chain requirements are communicated to customer and distribution channel partners and met
  • Support distributor selection, onboarding and ongoing compliance audits together with adjacent functions (Commercial, Quality, Security, Pharmacovigilance, etc.)
  • Maintain operational and budgetary oversight of supply chain activities, including the “last mile” distribution and performance metrics reviews to ensure revenue targets are met
  • Participates in global S&OP process and is accountable for the deployment and execution of International Region S&OP and Country S&OP process for related markets
  • Ensure customer service levels and overall performance dashboard meet or exceed targets across the Region
  • Inventory oversight responsibility for the region (at BioMarin storage locations and distributors), ensuring accurate stock levels, managing the flow of goods, and optimizing inventory processes to meet customer demand while minimizing costs
  • Ensure compliance with required training for all staff in the Commercial Supply Chain organization
  • Lead innovative thinking and foster continuous improvement
  • Guarantee compliance with GMP/GDP practices across Regional / Country operations
Qualifications:
  • BS/BA in Supply Chain, Science or Economics/Finance with 15 years’ experience.
  • Excellent understanding of the Pharma industry & In-Country supply chain needs strongly preferred (orphan drugs experience a plus).
  • 10+ years’ supply chain management experience within Pharma or other Lifesciences manufacturing environments.
  • Ability to set up mission/vision/strategy for Commercial Supply Chain and translate into key strategic drivers.
  • Ability to attract and recruit top talent, motivate the team, delegate effectively, manage performance, widely viewed as a strong developer of others.
  • In-depth Supply Chain knowledge and understanding of international markets and applicable considerations for continuous distribution of medicines, including business continuity practices.
  • APICS/ASCM CPIM and CSCP accreditations preferred.
  • Strong verbal and written communication skills to work in a dynamic, cross-functional environment – you are outgoing, communicative, and build relationships daily.
  • Professional working proficiency in other languages in the Region a plus (Portuguese, Spanish, French, etc.)
  • Intercultural experience and ability to act in a complex and rapidly changing environment.
  • Demonstrated ability to lead across boundaries (functional and cultural) and form effective working relationships with colleagues.
  • Customer and business focused – determined to deliver successful outcomes in a cost-effective way.
  • Demonstrated change management and process management experience is preferred.
  • Expertise with SAP modules, particularly MM, SD and PP strongly preferred.
  • Experience in cold chain storage or temperature-controlled logistics management a must.
  • Knowledge of international trade compliance (Customs, Free Trade Agreements, Harmonized Tariff Schedule, Import/Export processes) required.
  • Experienced in implementing and maintaining serialization systems to ensure compliance with current regulations.
  • Experience implementing Jurisdictional Controls to ensure continues and compliant supply to markets.
  • Understanding of Market Access matters (National Formularies, Pricing, Tenders, etc.) and health systems a plus.
  • Expertise in NPS sales processes preferred.
  • Experience partnering with Global Security to improve regional / in country controls and reduce exposure to risks. Most common matters include IP and brand protection, facilities and distribution security, counterfeit, theft, parallel importations, BCP, etc.
  • Experience working with emerging markets a plus.
  • Experience managing 3PLs, carriers and customs brokers a must.
Travel

This position will require up to 30% travel to external partners and BioMarin offices internationally (largely HQ in San Rafael, CA and Shanbally, Ireland.

The salary range for this position is: $190,080 to $261,360. BioMarin considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package. Benefits include company-sponsored medical, dental, vision, and life insurance plans.
