Summary:

The Physical Security Manager will play a vital role in the development and implementation of BioMarin’s Global Security program, which will oversee worldwide security programs to protect the company’s critical assets—our people, properties, and products. This newly created position will support and report directly to BioMarin’s Senior Physical Security Manager to develop and implement BioMarin’s global physical security risk management strategy, associated programs, and underlying policies and procedures.

KEY RESPONSIBILITIES:

General

  • Oversees the daily operation of the contract security team and provides direction to ensure the sound execution of the site security contract and plan.
  • Manages incidents ensuring swift resolution, minimal disruption and identifying lessons to continually improve processes and responses.
  • Builds partnerships with internal stakeholders to enable the business and to maintain a secure work environment.
  • Stays current regarding industrial security practices, trends and technologies, and maintains the site security program to the level of expectations desired by BioMarin Global Security.
  • Develops relationships and serves as the site liaison to public safety agencies including, but not limited to: law enforcement, emergency medical responders, as well as local and state emergency management and homeland security.
  • Partners with internal stakeholders, including Security Managers, GSOC, IT, and Cyber to understand and address their needs pertaining to security technology solutions.
  • Serves as First Point of Contact for escalation of Physical Security issues and ensuing response.
  • Oversees and manages the Global Security Inbox to ensure the operations team is providing appropriate solutions within the required service level agreement.

Guard Force Management

  • Manages and administers physical security operations at BioMarin offices in Northern California and fosters a culture of data-driven decision making.
  • Ensures compliance with all applicable policies, procedures, rules, and regulations. Identifies crime issues and develops effective response measures.
  • Creates and maintains contracted guard force Standard Operating Procedures (SOPs) and Post Orders.
  • Designs and delivers training programs for GSOC Operators and other contract staff in conjunction with contract guard leadership. Oversees/Manages/Supervises GSOC Operations.
  • Ensures Global Security vendors, such as Guard Services Provider, Security Systems Integrator, and other vendors meet company standards and contractual requirements.
  • Generates and tracks key performance indicators (KPIs) for guard force operations and selected vendor(s), including but not limited to: SLA performance, invoicing reliability, guard force incident response time, competence in training/real-world response, incident reporting accuracy, staffing levels, etc.
  • Reviews and analyzes guard force KPIs and other physical security-related metrics to support continuous improvements and optimize physical security for the corporation and reduce operating costs.
  • Liaises with contracted guard force Account Manager to professionalize, supervise and maintain all aspects of Northern California guard force operations including review of all training for the contracted guard force provided by the designated company management.

Security Risk Assessment

  • Assists and performs physical security audits and inspections of company owned or leased facilities and makes appropriate recommendations to improve the protection of assets.

Physical Security Technology Management

  • Provides effective oversight of security system daily operations, including services and support ticket triage and management.
  • Assists and supports with design, development and implementation of solutions for security system installations, upgrades, repairs and change-outs.
  • Works on system health and maintenance, track system issues, apply updates, repairs, and ensure the system is running at its peak performance.
  • Executes a documented performance and maintenance program for the company’s physical security devices.
  • Provides consultation and integration coordination on access control and CCTV systems and related physical security equipment
  • Works quickly to address and remedy unexpected faults within the Security Technology portfolio and ensures minimal system downtime.
  • Contacts appropriate security providers to schedule onsite service tickets for failed and problematic devices and drives repairs to completion.
  • Conducts monthly/weekly/daily audits to ensure operational effectiveness of security technology infrastructure. .
  • Troubleshoots security problems and assesses the need for external service.
  • Provides guidance to vendors regarding security systems plan and preforms system and software upgrade for access control, VMS and other security applications.
  • Responsible for ensuring our current physical security systems and technologies operate at full capacity.
  • Responsible for the administration, programming and troubleshooting of our security systems across the global enterprise.
  • Responsible for ensuring our current physical security systems and technologies are working to their full abilities.
  • Act as the Systems Administrator for the overall administration, programming and troubleshooting of BioMarin’s security systems across the enterprise.
  • Works to develop standard operating procedures to support System Administration activities.

Investigations & Audits

  • Conducts investigations and fact-finding reviews when breaches occur and identifies corrective actions and appropriate mitigation measures to achieve desired end results retrieve video footage as requested or required for legal, law enforcement, operational and investigative reviews.

Qualifications:

  • Demonstrated ability to effectively communicate to diverse audiences at multiple levels within the company using written, oral and multimedia modalities.
  • Ability to communicate on both technical and operational levels and bridge the gap between Physical Security team requests and technical implementation.
  • Strong knowledge of computer operations and applications, including MS Office, Internet Browsing, and the ability to quickly understand security systems.
  • Physical security experience in the Pharmaceutical industry is a plus.
  • Understanding of basic networking concepts (IP addresses, MAC addresses).
  • Self-motivated and begins projects and work tasks without supervision or direction.
  • Minimum of two (2) years’ experience in the maintenance of computer peripherals, set-up, and configuration of network and computer systems and components.
  • Understanding of Project Management methods with some experience.
  • The incumbent will occasionally be required to work after normal hours to manage emergencies or other situations that need personal supervision to guarantee effective and timely completion.

REQUIRED SKILLS

  • Knowledge of security best practices, as developed through a minimum of three years of progressive experience in the security industry, demonstrating some subject matter expertise for physical security, electronic security systems, security operations centers, and guard force management.
  • Demonstrated and effective communications skills/interaction with corporate staff.
  • Ability to read and interpret documents used in a life sciences (or similar) manufacturing organization.
  • Ability and willingness to be on call 24/7 to respond to company-related security emergencies.

DESIRED SKILLS

  • Demonstrated knowledge of security best practices, preferably developed through progressive corporate security experience in the pharmaceutical, biotechnology, or medical device industry.

EDUCATION

  • Bachelor’s degree (or equivalent – e.g. Associate’s Degree and at least 6 years of experience) is required. Professional certifications (e.g. PSP) in an area relevant to this position are preferred.
  • Experience working with access control systems, (C-Cure) intrusion systems, and IP based video management systems (Genetec).
  • IT experience and understanding of network infrastructure. Excellent knowledge of Excel, Access, Word and Windows.

  • Develop and maintain effective relationships with key internal stakeholders, including executive management, other corporate groups and teams, business lines and regions. Internal stakeholders include, but are not limited to, Manufacturing, Facilities, EHS, and Compliance functions.

PHYSICAL

  • Demonstrated ability to lift up to 50 pounds regularly, move safely over uneven terrain or in confined spaces, and willingness to work during extreme weather and in extreme conditions.
  • Demonstrated ability to respond quickly to sounds, and see/respond to dangerous situations.

TRAVEL

  • Up to 25% domestic and international travel may be required.

SUPERVISOR RESPONSIBILITY

  • Provides operational oversight to vendor-provided team of security officers and oversees the maintenance of the vendor’s operational capability.
